Separate the money paid to different parties
List advertising spend, account setup and management, landing-page work, creative production and measurement as separate lines. Record who owns the account, who pays Google and who approves changes. A management quote should state its scope; do not assume that advertising money or website changes are included.
Choose one service and a defined audience for the first test. Spreading a small budget across unrelated offers makes it harder to learn which message and page produced a useful inquiry.
Define an inquiry that the business can use
Write down the desired action and a qualification rule. A form submission, an inquiry suitable for the service and a sale are different events. The team must be able to distinguish them and record a next step.
Illustrative calculation: 600 GEL of ad spend produces 12 recorded inquiries, so the cost per inquiry is 50 GEL. If only three qualify, cost per qualified inquiry is 200 GEL. These invented inputs explain the arithmetic; they are not a forecast or a typical campaign result.
Use scenarios instead of one confident forecast
Model clicks as spend divided by assumed cost per click, then apply an assumed inquiry rate and qualification rate. Use a conservative, middle and stronger scenario, marking every assumption. A new campaign's rates are unknown until measured.
Set an acceptable cost using your own margin, repeat business and sales capacity. Do not copy a competitor's figure. If the proposed budget cannot support even the agreed review sample, narrow the service or extend the review period before increasing spend.
Understand how the budget setting spends
Google's average daily budget allows daily spending to vary. Review the applicable spending limits and budget report in the actual account rather than treating the average as a hard daily ceiling.
Agree on who may change budgets, the overall test allowance and when spending is reviewed. A separate internal allowance is a management rule, not an automatic Google stop. Check the effect of budget changes and the settings of each campaign before approving more funds.

Review the path from query to follow-up
- Check whether the search query matches the offer and whether the landing page answers it.
- Confirm that inquiries reach the responsible person and can be assessed; a recorded click is not a completed inquiry.
- If tracking or the contact route fails, pause the affected test and fix it before interpreting performance.
- At the agreed review point, compare spend, qualified inquiries and follow-up outcomes. Record what changes next and who approves it.
